Social Protection and Social Security as a Human Right

Are cash incentives like the CCT enough? Should all workers including household helper or kasambahay get enrolled in SSS, Medicare and Philhealth?

(a) Social Protection is a human right. Everyone as a member of society has a right to social security as stated in the Universal Declaration of Human Rights, Article 22.

(b) Social Protection is a social necessity. Effective national social security systems are powerful tools to provide income security, to prevent and reduce poverty and inequality, and promote social inclusion and dignity.

“Most programs associated with social protection in the Philippines are government led and multi-sectoral in terms of target beneficiaries. However, as in many other Asian countries, social protection schemes in the Philippines have traditionally been largely confined to a formal social insurance system which provides a high level of protection but for formal and public sector employees only.” From Bread for the World study, Assessment of the Philippine Social Protection Floor Policies.
